Changing Lives from the Bottom Up

Ashley is dedicated to exploring and identifying solutions to the complex issues that face the fields of EI/ECSE. Friends and family that have known Ashley since childhood will affirm that her passion for supporting individuals with exceptionalities runs deeply. When Ashley read "Flowers for Algernon" as a young child of about eight, she began to consider growing up to become a teacher that works with individuals with exceptionalities. It seems almost serendipitous, in fact, that Ashley is now the proud mother of children on the autism spectrum. Having benefited from an education and work experience in the field of special education, and subsequently raising children that are twice exceptional, Ashley has a strong and unique perspective she brings to her advocacy.

Description: Inspired and taking notes at the 2012 Council for Exceptional Children Children's Action Network (CAN) Coordinator Meeting in Virginia.

The diagram to the left represents Ashley's implementation-science-based philosophy on moving beyond systems-change to movement-making. Similar to Ashley's teaching philosophy, the interactions and meaning-making practitioners and professionals engage in is critical to achieving needed changes in the fields of EI/ECSE. "Studies examining citizen contacts with government, including E-Government, demonstrate perceived needs to be the essential factor predicting engagement, and deliberative experiences, particularly those that occur and are sustained within social networks, are a crucial aspect of improving participation and engagement" (Lyons, 2012). As such, to effect real change, we need to engage colleagues, families, and other stakeholders with their interests and needs in mind, and we must then work to provide opportunities to discuss these needs and the possible solutions or ideas we might implement to address them.

Division for Early Childhood (DEC); Policy Strand Chair for Annual National Conference

As Policy Strand Chair, Ashley was tasked with inviting experts in the fields of EI/ECSE to serve as a reviewer for policy-focused proposals for the 2013 DEC Conference. Ashley ultimately secured nearly 30 such reviewers that are highly respected in the profession, and was able to help other Conference Strand Chairs locate and utilize reviewers. At the Conference, Ashley will host a Mobile Advocacy Booth that will encourage attendees to tweet to their Congressional Representatives and the President.

CAN is a grassroots network dedicated to promoting and advancing policy for all aspects of education in the USA and within each state; specifically early childhood, early childhood special education, and early intervention. As the CAN Coordinator, Ashley updates state-based DEC CAN Coordinators on issues of national importance that can be better packaged into a relevant message by each state leader. Ashley is available to Subdivision leaders and CAN coordinators to shape messaging, and she works closely with DEC's Executive Director, Governmental Relations Consultant, and Policy Special Interest Group Leader to determine advocacy strategies, plan and deliver advocacy and policy-based conference sessions, and articulate actionable timelines. Ashley also develops informative and instructional materials regarding issues of importance as needed.
